- The Office of the Auditor General of ECOWAS Institutions (OAG) is an independent assurance office established to support ECOWAS Governance Bodies, particularly the Council of Ministers and Audit Committee, in carrying out oversight functions and promoting good corporate governance, accountability, and value for money across Community Institutions, Specialized Agencies, and Offices.
- The OAG conducts Community-wide financial audits, compliance audits, performance audits, investigations, and other special audits. It is headquartered in Abuja, Nigeria.
Job Summary
Under the supervision of the Principal Officer, Internal Services, the Human Resources Officer will ensure the efficient functioning of the general human resources functions of the Office of the Auditor General in accordance with ECOWAS Staff Regulations, Rules, and established best practices.

Key Responsibilities
- Contribute to the development and implementation of HR strategies aligned with the mandate and objectives of the Office.
- Advise management on HR policies, procedures, and workforce planning.
- Coordinate recruitment and selection processes, including vacancy announcements, screening, assessments, interviews, and onboarding.
- Prepare recruitment reports and recommendations for management approval.
- Administer staff salaries, allowances, benefits, and entitlements in accordance with applicable regulations.
- Process claims relating to education grants, dependency allowances, installation grants, travel entitlements, and other staff benefits.
- Coordinate the performance management system and monitor appraisal timelines.
- Guide supervisors and staff on performance evaluation processes.
- Analyse performance data and recommend interventions to improve organisational effectiveness.
- Identify training and capacity-development needs.
- Develop annual training plans and budgets.
- Coordinate learning and development programmes, workshops, and professional certification initiatives.
- Facilitate conflict resolution, workplace harmony, staff welfare, and employee engagement initiatives.
- Maintain accurate personnel records and HR databases.
- Manage contracts, confirmations, promotions, renewals, separations, and related HR actions.
- Ensure confidentiality and integrity of personnel information.
- Ensure HR processes comply with internal controls and governance requirements.
- Facilitate internal and external audits relating to HR.
- Monitor implementation of HR-related audit recommendations.
- Identify and mitigate HR-related risks.

Qualifications & Experience
- Bachelor’s degree or equivalent in Human Resource Management, Public Administration, Business Administration, Industrial Relations, Psychology, Law, Social Sciences, or a related field from a recognised institution.
- A Master’s degree in Human Resources Management or a related field and/or professional HR certification is an added advantage.
- Minimum of five (5) years of progressively responsible experience in one or more areas of HR management, including training, recruitment, performance management, change management, manpower planning, salary policy, pension administration, employment terms and conditions, monitoring, analytics, and reporting.
- Experience in an HR generalist role is an added advantage.
- Knowledge of relevant regulations, procedures, and policies applicable to an international organisation.
- Knowledge of database creation and management, as well as Enterprise Resource Planning (ERP) systems and programmes used for HR processes and reporting.
Age Requirement
Applicants must be below 45 years of age. This provision does not apply to internal candidates.

- Knowledge of ECOWAS institutions, programmes, policies, structures, rules, and procedures.
- Ability to analyse data, identify trends and issues, and make evidence-based recommendations.
- Strong problem-solving, planning, organisational, project-management, and analytical skills.
- Operational computer proficiency and proficiency with ICT tools and platforms.
- Ability to prepare technical reports, proposals, letters, tables, and presentations.
- Ability to communicate clearly and concisely, both verbally and in writing.
- Fluency in English, French, or Portuguese. Knowledge of an additional ECOWAS official language is an added advantage.
- Ability to organise work, set priorities, monitor tasks, manage deadlines, and identify and respond to performance risks.
Assessment
Assessment of qualified candidates may include a written exercise and competency-based interview.
