Scholars are expected to do excellent research and to engage outside the university: with communities, policymakers, practitioners, and people who disagree with them. That is why the program pairs money with Mentors drawn from public life, Fellows who are senior researchers, cohort events, and language support in English and French.

About 15 to 16 Scholars are chosen in a typical year. In recent cycles the Foundation has received several hundred applications, so the award is competitive. The 2025 cohort, for example, was drawn from more than 680 applicants.

Scholarship Benefits in Detail

Successful applicants receive a package that is designed to free them to focus on research and public engagement.

Tuition and living support: Up to $50,000 per year for three years. This is intended to cover tuition and reasonable living costs. If you hold other major awards, the Foundation adjusts the stipend. You still receive at least $25,000 from the annual stipend.
Research and travel allowance: Up to $20,000 per year for three years. This covers research travel, networking, Foundation events, and work on Canada’s official languages. This allowance is not reduced when you hold other scholarships.
Mentorship and leadership training: Mentors are accomplished people from outside academia. Programming includes meetings, seminars, masterclasses, and field experiences.
Community: You join current Scholars, Fellows, Mentors, and a lifelong alumni network of more than 500 people.
Flexibility: Scholars may work part-time (up to about 20 hours a week) and remain funded. Leaves for parental, medical, personal, or professional reasons can be arranged; payments pause during leave and are reviewed on return.

Funds are typically paid in three instalments each year after you sign the funding agreement.

This is not a full-ride “study anywhere in the world” award for every international applicant. International students qualify only if they are enrolled at a Canadian university. Canadian citizens may study in Canada or abroad.

Who Is Eligible for Pierre Elliott Trudeau Foundation Doctoral Scholarships

Read the official criteria before you invest weeks in an application. The Foundation does not fund undergraduate, master’s, or postdoctoral work.

You must be one of the following:

A Canadian student enrolled at a Canadian university
A Canadian student enrolled at a university outside Canada
An international student enrolled at a Canadian university

International students living outside Canada and enrolled at a foreign university are not eligible.

At the time of application you must be in the first year or second year of a doctoral program. Final-year master’s students are not eligible. There is no age limit.

Your field must be broadly related to the humanities or social sciences (including related work in law, public health, business, and similar faculties) and relevant to Canada’s future. Your doctoral research must connect to at least one of the Foundation’s four themes.

You must be able to communicate effectively in English or French. You do not need to be bilingual at the point of application, though the program encourages growth in both official languages and, where relevant, Indigenous languages.

Applications that treat the themes as a last-minute checkbox rarely succeed. The review committee looks for a genuine fit.

Questions of rights, inclusion, equality, recognition, health, justice, and dignity that go beyond narrow legal definitions.

Responsible Citizenship
How people participate in democratic life, institutions, communities, and public debate in a diverse and often polarized society.

Canada and the World
Canada’s role in international affairs, trade, security, culture, environment, and global institutions, and how global forces shape Canada.

People and their Natural Environment
Relationships among communities, economies, Indigenous knowledge, climate, land, water, and sustainability.

How to Apply for the Pierre Elliott Trudeau Foundation Doctoral Scholarships

For 2027 the Foundation uses a two-step process. Applicants apply directly to the Foundation. Universities may still publicize the award and confirm academic standing, but you should not wait for a campus nomination unless your own graduate office requires an internal check.

Step 1: Eligibility verification
The short eligibility form opens on 1 September 2026. Submit it by 2 October 2026. Only candidates the Foundation confirms as eligible receive access to the full application.

Step 2: Full application
Complete the detailed questionnaire in English or French (one language only). You will need a research proposal that shows academic quality, public relevance, and a clear link to at least one theme.

References
Three letters are required:

One from your PhD supervisor (or a former supervisor if you do not yet have one)
One from another academic referee
One from a referee outside academia

Referees may be based outside Canada. Family members are not allowed. References must be received by 30 October 2026 at 9:00 a.m. ET.

Ask your non-academic referee early. That letter is often the weakest part of otherwise strong files.
State the theme connection in plain language. Do not force a weak link.
Show how you will use the travel and language allowance. Reviewers want to see a plan, not a wish list.

Write for a multidisciplinary committee, not only for specialists in your subfield.
