If you are hunting for serious PhD money in Canada this year, stop searching for Vanier. That program is closed. The award that now sits at the centre of federal doctoral funding is the Canada Graduate Research Scholarship Doctoral (CGRS D): $40,000 a year for three years, open to Canadians and, under tighter rules, to international students already enrolled at a Canadian university.

Overview of What Is the Canada Graduate Research Scholarship Doctoral

The CGRS D is the doctoral award inside the Canada Research Training Awards Suite (CRTAS). It is run jointly by Canada’s three federal granting agencies:

Canadian Institutes of Health Research (CIHR) for health research
Natural Sciences and Engineering Research Council of Canada (NSERC) for natural sciences and engineering
Social Sciences and Humanities Research Council (SSHRC) for social sciences and humanities

You apply to the agency that matches your research, not to all three. Interdisciplinary work is accepted, but you still choose one portal.

Why the CGRS D Matters in 2026

Two changes make this competition different from older “CGS-D” or Vanier guides still circulating online.

First, the annual value rose to $40,000 for 36 months. That is $120,000 in stipend support, up from the former Canada Graduate Scholarships – Doctoral rate of $35,000. Vanier paid more per year, but Vanier is discontinued.

Second, eligibility widened. International students registered in a doctoral program at an eligible Canadian institution can now apply. Up to 15 percent of awards may go to international applicants. The months-in-program window also stretched: you may apply if you will have completed no more than 36 months of full-time equivalent doctoral study by 31 December of the application year.

Budget 2024 also added more doctoral awards to the national pool. Competition is still intense because every research university in the country is sending its strongest files.

Scholarship Value and What It Actually Covers

Annual value: $40,000 CAD
Duration: 36 months
Total stipend: $120,000

This is a living-and-research stipend paid through your host institution once the award is activated. It is not automatically a full tuition scholarship. Canadian PhD tuition for domestic students is often modest; international tuition can still be high. Ask your graduate faculty whether a CGRS D comes with a tuition offset or a university top-up. Several schools attach extra awards to successful CGRS D holders.

Part-time tenure is possible after the award is offered, subject to the Tri-agency research training award holder’s guide.

Who Can Apply for Canada Graduate Research Scholarship Doctoral: CGRS D Eligibility

You must meet every point below. Missing one usually means the file never reaches national review.

Citizenship and registration

Eligible applicants include:

Canadian citizens
Permanent residents of Canada
Protected persons under subsection 95(2) of the Immigration and Refugee Protection Act
Foreign citizens, only if they are registered in a doctoral program at an eligible Canadian institution by the application deadline

International applicants may hold the award only in Canada. Up to 15 percent of awards are available to them.

Months of doctoral study

By 31 December of the calendar year you apply, you must have completed no more than 36 months of full-time equivalent study in:

the doctoral program you want funded, or
the PhD portion of a joint professional undergraduate/PhD program (MD/PhD, JD/PhD, DVM/PhD), or
a joint program such as MA/PhD, MSc/PhD, or MBA/PhD

How months are counted:

Every month of full-time study counts, including summer.
Two terms of part-time study count as one term of full-time study.
Fast-track students start the clock on the date they transfer into the PhD.
Joint professional programs count only the PhD portion.
All doctoral study toward that degree counts, even if you changed institutions.

Program type

The doctoral program must be research-heavy. It should lead to a thesis, dissertation, major research project, scholarly publication, performance, recital, or exhibit that experts at the institution review. Joint professional degrees and clinically oriented programs (including clinical psychology) can qualify if they include a significant autonomous research component.

Hard restrictions

You may apply to the CGRS D a maximum of three times.
You cannot already have held a doctoral-level CIHR, NSERC, or SSHRC award, including a Vanier Canada Graduate Scholarship.
You may apply to only one CRTAS program per academic year.
CIHR and NSERC holders cannot hold a tenure or tenure-track appointment at the same time as the award.

Where You Can Hold the Award

You may hold a CGRS D at any eligible Canadian degree-granting institution.

You may hold it at an eligible university outside Canada only if you are a Canadian citizen, permanent resident, or protected person and you have already completed at least one undergraduate or graduate degree at a Canadian institution. About 20 percent of doctoral awards may be held abroad. International award holders must stay in Canada.

How the Application Works

There are two paths, and choosing the wrong one is a common way to miss the competition.

Path 1: Through a Canadian institution (most applicants)

If you are registered at, or have an affiliation with, a Canadian university that has a CGRS D quota for your agency, you usually apply through that university. The institution ranks applications and forwards only as many as its quota allows. Indigenous applicants who self-identify and consent can be considered beyond the institutional quota.

University deadlines are earlier than the agency deadline. Examples from the 2026 cycle include mid-September dates at UBC, Waterloo, McGill, and Calgary, and early October at Dalhousie. Always confirm with your own graduate awards office.

Path 2: Directly to the agency

Some applicants submit straight to CIHR, NSERC, or SSHRC. This usually applies if you are not attached to a quota institution in a way that requires internal ranking. Direct deadline: 17 October 2026, 8:00 p.m. ET. SSHRC moved its 2026 direct deadline to 19 October 2026 because 17 October is a Saturday.

What Reviewers Score

Selection is split evenly:

Research potential (50 percent)

A specific, focused, feasible research question
Clear methods
Significance and expected contribution
Research outputs relative to your stage (papers, posters, patents, creative work, community products)
Judgment, originality, initiative, ethical conduct, and communication

Relevant experience and achievements in and beyond academia (50 percent)

Training, including lived experience and traditional knowledge where relevant
Awards and distinctions
Transcripts read in context (course load, program demands, time to completion)
Teaching, mentoring, outreach, volunteering, leadership, and project management

The agencies are DORA signatories. A long publication list helps, but it is not the whole file. A tight proposal plus a coherent record of contribution often beats a vague, over-ambitious project with more papers.

Extra awards exist for meritorious applicants who self-identify as Black (up to 10 additional awards per agency) and for Indigenous students through agency-specific measures and the Indigenous Scholars Awards and Supplements pilot.

2026 Timeline You Should Actually Use

July: Agency portals open (CIHR and SSHRC around 8 July; NSERC around 9 July).
August–early September: Confirm which agency fits your project. Ask referees. Order official transcripts. Draft the proposal.
September–early October: Most university internal deadlines fall here.
17 October 2026 (19 October for SSHRC): Direct-to-agency deadline, 8:00 p.m. ET.
By 30 April: Results.

If you are reading this in early September 2026, you are already inside the institutional window. Treat your graduate faculty deadline as the real deadline.

How to Build a Competitive CGRS D File

Start with agency fit. A health-systems project sent to NSERC, or an engineering methods paper dressed as a SSHRC cultural study, wastes a year of eligibility.

Write the proposal as if the reviewer is smart, busy, and not in your lab. One research question. Methods that can actually be finished. A contribution that matters outside your committee.

Give referees a one-page brief: your question, your evidence of potential, and the two criteria. Weak letters sink otherwise strong files.

Explain your transcripts. Reviewers already know that grading cultures differ. They do not know why you took a leave, switched fields, or carried a heavy teaching load unless you say so in the allotted space.

Name a host and supervisor who can train you, not just a famous brand. The program funds training quality, not prestige for its own sake.

Check whether your topic aligns with Budget 2024 priority areas (advanced digital technologies, health and biotechnology, clean tech, climate and Arctic research, food and water security, democratic resilience, advanced manufacturing, defence and dual-use technologies). Alignment is not mandatory, but agencies have asked applicants to flag it where it is genuine.

The CGRS D will not fund every strong doctoral student in Canada. It will fund a large cohort of them at a level that makes full-time research realistic. If you are inside the 36-month window and can put a clear project on paper this month, this is the federal award to prioritize.
