  • Hold at least a first university degree or equivalent qualification

Programme Structure: Nine Months of Intensive Training and Research

The 2027 UNNF OALOS Fellowship is a carefully designed nine-month programme divided into two phases.

Phase One – Training at United Nations Headquarters (24 March to 30 June 2027): Fellows spend three months in New York at the Office of Legal Affairs / Division for Ocean Affairs and the Law of the Sea. They receive structured training covering the full spectrum of ocean affairs and the law of the sea, participate in relevant UN meetings when possible, and begin developing their individual research projects under DOALOS guidance.

Phase Two – Advanced Research Placement (1 July to 17 December 2027): Fellows move to one of the participating academic host institutions around the world for six months of supervised research. The host institution is selected according to the Fellow’s research topic and the institution’s expertise. At the end of the placement, Fellows produce a substantial research thesis (typically around 100 pages) that addresses a practical ocean governance challenge relevant to their home country.

A current list of participating host institutions is available on the official DOALOS website. Institutions include leading centres in Australia, Canada, Europe, the United States, Japan, South Africa, and elsewhere, spanning law schools, marine policy institutes, and oceanographic centres.

What Fellows Receive

Selected Fellows receive comprehensive support that allows them to focus fully on the programme:

  • Round-trip economy-class airfare (home country–New York–host institution–home country) arranged by the United Nations
  • Monthly stipend calculated according to United Nations rates for the duty station, intended to cover lodging, meals, and basic living expenses
  • Book allowance of US$100 per month during Phase Two (US$600 total)
  • Medical insurance coverage through Cigna for the duration of the fellowship

Fellows are responsible for securing their own accommodation and for obtaining any required visas (visa costs are expected to be covered by the higher first-month stipend rate). Family members are not supported under the fellowship terms.
